Default getting radio communication into a metal building

As others have mentioned, a two-antenna system may work. If that is not
sufficient, there are bidirectional amplifiers that might make it work.

If the AVL system uses packet radio technology, another packet radio
transceiver close to the building can be used as a digital repeater.
Depending on just how shielded the metal buildings are, being close may
be sufficient. The AVL system would need to be programmed to include
the repeater's ID for repeated transmissions.

You might also consider a phone line connection to a low power
transceiver inside each of the buildings. This may be the most
dependable method.
