Jasco paint stripper? Will work for paint, road oil, road tar, plastic
insulation, etc.

For corrosion, Richards ideas seems plausible ... perhaps employ a
combination of methods?

The active ingredient is Methylene Chloride, cheap brands use lye; lye
just ain't that great, IMHO ...
