Am I right that this a a stereo jack with the mono signal on ring?

If so, why would anyone wire up a jack this way? A mono plug would
short the signal to ground.

Hi Ken,

If you use a mono plug, just push it in part way - to the first "click".
If it's a good Switchcraft jack, the tip of your plug should engage the
'ring' contact just fine.
