Sounds to me like you have a PAR Omniangle, not a ground plane. A (vertical)
ground plane antenna is commonly a 1/4 wave or 5/8 wave vertically polarized
antenna with 3 or 4 ground radials. The Omniangle is a horizontally
polarized omni antenna.
If this is the Omniangle keep it 4' or so away from the TV antenna. Expect
some TVI on low VHF channels.
