Verify that you are really dialed into the proper frequency. It is
very easy to select the wrong offset or plus/minus 5khz. The high swr is likely causing the transmitter to "safety" itself by reducing power. Verify that this coax is in fact connected and that it is not shorted somewhere. It sounds a lot like what happens when I plug the wrong coax into my transmitter!
