Dave, you might try connecting a dummy load
and shorting the bias contacts of the amplifier,
to see if you get normal
resting current on the 811A's.
Also, look at the HV reading, and see how much it droops
with the bias contacts shorted compared to no load.

Have you tested the solid state rectifier in a tube tester,
same settings as the 866A.
