I think we need to know if the radio was WORKING before the guy
got into it and recapped it.

Well, that makes it more difficult! You can isolate the section of the
set where the problem probably lies. The RF gain being inoperative
is a good clue, I'd start by measuring voltages on the stages it controls.
Look for miswired caps, defective new caps, solder bridges, bad or
not soldered connections... a sharp eye, some logic and patience
should lead you to the cause or causes.
