The reason that you do not HAVE binary access is that your news admin
has tailored off the binary groups because he doesn't have the disk space
to carry them.

When people start posting binaries to disucssion groups, that disk space
gets used anyway. And if it gets bad, he'll start tailoring off the groups
that are full of binaries first, if he's like me.
