It's a new station, W238AL. The numbers in the call letters mean it's a
"translator" station, authorized to rebroadcast the signals of some
other station (in this case WNWN) but not to originate programs of its
own.

Apparently WNWN doesn't feel their 98.5 transmitter has a strong enough
signal in some parts of the Portage area.
