Dear Mr. George Bush,

Doing like you announced will be a violation of the international Amateur Radio Rules. Are you going to make no more QSO with hams outside US? Are you going to make QSO only with hams they gave you proof of their CW-examination? Even from today on, you never can tell, if somone one the HF Bands did take the CW-Test. HF is not only for american hams. The majority of the entire ham radio world voted to drop the CW-requirement for getting access to frequencies below 30MHz at the WRC 2003 at Genever, and the american communications commission did as well. I've got my license in 1990, and had to go the full way, 60 signs per minute, the standart in Europe. Now it is allowed to get the same licence called CEPT without CW-test. Nobody over here in Europe is angry against them who will get the ability to work on the HF-bands now. We welcome them and will help them to get used to the new spectrum. What will you do, if you meet one of those GB, PA, HB9, OE, DL, VK and so on, just to name a few, on the portion of the band, which you call EXTRA-allocation-subband?
