Default "best" CB outfit for $100 or less - handheld?

Looking for a good handheld CB unit for $100 or less, preferably one that
can be readily modified without much effort.

How about Cobra, Cherokee, or Midland?

Also, can a CB be modified into the marine SSB or VHF range? If so, how?
Not necessarily looking to transmit at these ranges, but receive.

Any ideas, please?

Not very easily without reworking a lot of the circuitry. The best you
could probably hope for is getting it up to the low VHF band, but the VHF
marine band (156-158 MHZ) would be stretching it. Even if you did get the
radio converted to that range, it isn't likely to have the same channel
spacing. And even so, VHF marine radios transmit in FM, not AM or SSB.

If all you want to do is listen, just get a cheap scanner and program the
frequencies in.
