MUF is generally meant a generalized maximum usable frequency which will support propogation between two point on the globe. There also exists a minimum frequency based upon effective radiated power, below which the signal will not be received. Above the maximum, the signal will not be reflected. Sporadic e occurs when ionized clouds form. These can be quite small or fairly extensive. If not very extensive, they may support only one hop and, being much closer to the earth than the f layer, will not support multiple hops (they can, however, if extensive enough). If you read the 'guesstimate' on the MUF between two places, it may be on the order of 18 MHz, yet, if sporadic e forms, you may be able to communicate on 12, 11, 10, or even 6 meters - despite the fact they are all well above the 'muf'. Of course, as one goes higher in frequency, troposperic ducting comes into play. One may well communicate thousands of miles on 440 MHz, yet one wouldn't call that the 'muf'.
