Most likely, a master's degree. Also it would probably help to have a degree in business administration, not to mention experience. Note a prerequesite is to have one year's specialized experience at the next lower grade level. As to security clearance, all they'd have to do is read various newsgroups and see what I've had to say about Bush. Forget it LOL.
