GE 40 Channel Handheld CB display not working?

GE 40 Channel Handheld CB display not working?

I just got a GE 40 Channel Handheld CB model 3-5980 and i think there
is a problem with the display. The only time the display seams to be on
is when i channel up/down or when something is transmitting. Is this
normal or should it be on all the time?
