Default India - use of 10.1 MHz?

I have looked through the WEB site of the Indian amateur radio group but can
not find a list of frequencies that may be used by Indian radio amateurs.

The best frequency from VU4 to the central part of NA is 10.1 MHz. Does
anyone know if that band may be used?

When one looks at the propagation from VU4 at the end of December with a
low SSN on a map, it is clear that CW is needed to hear a 100 watt station
in the central part of NA. It is also clear that weak openings are short.
