Default ROS illegal in USA for now

ROS is spread spectrum not just another digital mode. It is illegal in the
USA below 222 Mhz.

With 144 MHz and above being reassigned to public service and
commercial use in the next few years the ARRL should work to get that
rule change so SS can be used on at least 6 meters.
