All along the storms projected path ham radio operators trained in emergency communications were in service or on stand-by alert. Dunno about "deplorable" HF conditions. I monitored various HF nets in case a relay via the PNW might be needed. Conditions seems normal to a bit below normal, with occasional periods of moderate absorbtion on some paths. Nobody needed a relay via the PNW, but was interesting to listen. My opinion: What good would IRLP or Echolink be when there is no power / telephone to run 'em? Waste of time. -- ...
