Why is my 2watt radio only 0.83watt? advertised output doesn't matchcertification specs.

I looked up Kenwood GMRS radio on FCC and it is listed as two watt
transmitter.

Ah, so there are some *real* 2 watt GMRS radio transmitters out there.
