I don't think you said what kind of antenna you are using. If using a
magnet mount antenna why don't you just extend the coax length by 10 or 15 feet with RG-58X coax and put the antenna on some sort of metal sheet, tin cookie sheet or a metal filing cabinet or something like that. At that distance the antenna should be far enough away to stop the problem. Also, this shelter you spoke of, I can't see the walls being a problem for RF getting out although high power would is best for longer distance.
