scanner/transciever?

heya, sorry this is probably a real noob question but ive been looking all over and i cant find the info.

i was wondering if you can get a (portable) device which works as both a radio scanner and also a transciever?

EDIT: sorry forgot to say uhf and vhf is what im looking for
