Default VHF radios and accessories

I currently have an old FT470 HT, whose batteries do not maintain a charge
anymore. Currently, I am looking at upgrading it to a newer VHF/UHF radio.
Here are some of the options I am looking at:
1. Getting a new HT with at least 2 bands.
2. getting a mobile unit and converting it to a base station. I don't plan
to do a lot of traveling with a unit. However, I live in an apartment where
there is not much room to install an antenna. Would a telescopic antenna
work on a mobile radio as well as an portable one? Because I am visually
impaired, I will need to have either a keypad for setting the frequency or a
talking frequency reader. Are there handheld radios with talking frequency
readers? Can you recommend one with digital keypad entry for setting the
frequency? Thanks in advance for any recommendations.
