grant Type Approval to commercially-made amateur radio gear
before it can be sold.

Here in the USA, the Federal Communications Commission must
grant Type Approval to commercially-made amateur radio gear
before it can be sold.

ONLY when it is capable of receiving above 30 MHz must it be approved
for FCC Part 15. The Commerically made amateur transmitters are not
tested and only need meet the technical requirements of FCC Part 97
just like any home built transceiver.

Your confusing "Type Approval", "Type Acceptance" and Part 15 Spec's.

There is a very LARGE difference between, each of the above, and if you
don't know the difference, then you shouldn't be commenting on it.....

Type Approval is only required for external, commercially manufactured
amplifiers capable of operation below 144 Mhz. As others have
correctly pointed out, a transceiver only has to meet Part 15 (and the
emission standards of [97.317].
