I worked in a Kenwood repair shop for several years..My advise is:
check all simple things like loose connections, poor board connections
etc.. At the prices of used transceivers of that age,and costs of
shipping to a service shop, lack of replacement parts.and costs of parts
that are available..I would look for a beat-up old TS 130 that had a
good readout ,buy it and go from there.. you would also have a source
for parts in the future..PS: The TS-130 is a good radio ,with a good
record..It came out in September of 1980 ..makes it 25 yers old

I had a TS-440S and it had the same problems. Sometimes just decimal points
and no numbers; sometimes rolling numbers on the display. I think the
processor had some issues as well as the PLL. At times on 10m and 15m, it
would just draw huge amounts of current and blow the fuse within tenths of a
sec.

Last summer, I took a close lightning strike and it destroyed the radio.
Replaced it with a new FT-897D.

Good luck.
