Sorry to hear that you are having a problem, but my experience with the ARRL's incoming bureau has been nothing but great. The "8U" card manager (K8UPR) maintains a "bank account" process for participating hams. It works like this: You send him money - no self-addressed envelopes, just money {let's assume a starting balance of $10.00}, and every time he sends you a batch of cards he deducts the cost of the envelope and postage, and includes a "bank statement (starting balance - expenses for this shipment = ending balance). If you needed a LARGE envelope, he takes one of those off his shelf; if you only need a small one, that's what he uses... and that's what you pay for... plus the exact cost of shipping.
