hi,

Any suggestions on HF band to use between the Pacific Northwest and
Costa Rica?

depending on conditions:
20, 15, or 10 meters
I would try in that order

If you'll google for DXView and Propview, you'll come up with a couple of
easy-to-use propagation programs. They work under Windows. One of them
shows a propagation prediction based on the geographical coordinates of
the two stations involved and a sunspot number that you can get off the
net and plug in. The other shows a world map so you can click on a site
and it will plug the coordinates into the other one.
