Default FCC Announces Lottery for Extra Class Licenses

Citing the success of the its licensing restructuring of May, 2000, the FCC
has announced an impending shortage of the top-grade "Extra" licenses, and
that only a limited number of these prestigious licenses remain available.

"The positive response to our restructuring caught us completely off guard,
and the supply of these licenses is almost exhausted. Only 15,000 remain to
be issued." said Riley Hollingsworth, a top insider on condition of
anonymity.

"The only fair way to distribute these remaining licenses if via a lottery,
so that all citizens have an equal opportunity for this coveted honor." he
said.

Registration for this lottery will be via usenet newsgroup
rec.radio.amateur.policy, with registration opening immediately and ending
on June 1st 2005. Each registrant is required to send a message to any
USENET newsgroup stating "I deserve to be an Extra because
(_______________)" filling the blank with 25 words or less. (Note: Any
newsgroup can be used except alt.binaries.pictures.erotica.penguins and
rec.radio.amateur.arrl-sucks)

On June 2nd the lottery will be held, based on the following fairness
criteria:

--5,000 Extra licenses will be sent to those who register correctly,
randomly drawn with a 15 point preference to residents of Belgrade Lakes,
Maine.
--5,000 Extra licenses will be sent to those who register incorrectly,
provided that they currently hold a Technician license and have not passed a
Morse code test.
--5,000 Extra licenses will be sent to a random selection of persons who did
not register at all, ensuring all citizens even those without an interest in
ham radio can participate.

NO SKILL IS REQUIRED.
NO ACTION IS REQUIRED.
