The FCC says that this guy must submit an EXPLANATION of why he said
"****" on the air on 2m FM simplex. Oh boy.

Are they listening to 11m CB or hams on 75m SSB at night?? Why pick on
that guy?

the enforcement letter you cite is only half of the transaction. The
other ham with which he was in contact was cited for violations, too.

Pragmatically, the guy must submit an explanation because somebody reported
him to FCC, most likely via ARRL. No, "they" are not listening on 11 meters
nor apparently on 75. But I'd be willing to bet that if you recorded some
of this activity so that the 'culprits' could be identified then reported it
to your ARRL Official Observer Coordinator that they too could get a note
from the FCC.

**** is in the dictionary. I found **** in the American Heritage
Dictionary, 1975. **** means: To deceive or mislead, among other
things.

Why is everybody so uptight about ****?
