Not to be "judgeing" one by the degrees they claim to hold, but if Toad were
to go to barber college and take the test twice and pass both times,
wouldn't that make him twice the barber he was before?

had to take his Ham test twice. Doesn't that make the Ham in question twice
the operator he was before Riley 'invited' him to retest?
