I know manuals are the legal property of companies like Icom, Kenwood,
Yaesu and etc. - so permission must be obtained or purchased to be able
to legally make copies of their manuals.

Does Hamstershack have legal agreements with the different companies to
make copies of their manuals?

I'm not part of the Ham Radio police I would just like to know if I'm
purchasing a legal copy of a manual or a pirated copy. If it is pirated
then I'll shop elsewhere.

Manuals are intellectual property and copyright protected for 55 years.
There are severe fines up to $100,000 for each violation. There is a
'soft' legal exception called 'the fair use principle' which allows
copies for very limited purpose: e.g library copies for research, one
extra copy of a personal copy for your house usage subject to the
restriction that ONLY one copy is used at a time, etc.

Enforcement?? Well that's another question!

As you mentioned, a license to make a specific number of copies can be
purchased.
