Default CW repeater ID speeds are way way to fast.

NO the ARRL is not who should do something about this

You are the one that should learn proper procedures on repeaters

First off it is illegal to kerchunk a repeater, i.e. send an unmodulated
carrier and not identifying in compliance with FCC rules

Legal way is "KI#XYZ testing"
Repeater comes up and you wait for the courtesy tone (beep or bebop)
Then ask "Can someone tell me the repeater call sign and location, please"
If someone comes back and they usually do
Next ask if the repeater is open or closed for general Amateur use.
Some repeaters are for Emergency use only, others for DX announcements, etc

Now you know the callsign of the repeater, its location and whether it is an
open or closed repeater and probably the sponsering group or club --
without proficiency in Morse code.

Gee that was simple

Lets not get a thread going on open vs closed repeaters -- the owners can do
what ever they want (;-), (;-(
