Increase the microphone gain setting.

Also keep in mind that on SSB, a typical meter reading will be 50% output
power or less as the meter will be reading average power. If it reads any
higher, you are almost certainly overdriving the mic. If your power output
is set at max and your mic gain & speech processor are set so that the ALC
reading is between the lower and upper limit, then your radio is functioning
correctly and you should not try to drive it any harder.
