That is because it works as I described: when you crosspost to multiple
groups with a moderated group amongst them, then entire post is sent to
the moderator who approves it and posts it in all the groups.

So when the moderator rejects the post for his moderated group, it will
also not appear in the crossposting groups over which the moderator has no
authority.

(unless he would chose to approve it and edit the moderated group out
of the Newsgroups list at that time)
