anybody ever had a NE612 ic working with 28mhz 3rd ot xtals as local int osc
?

The test circuit in the SA612 data sheet uses a 34MHz 3rd OT
oscillator. You should be able to tweak it to run at 28MHz.
The oscillator section appears to be a single NPN transistor.

Philips has an app note which includes the use of OT crystals.
