This is WIANEWS for week commencing Oct 12 2008 WIA PRESIDENT VK3KI MICHAEL OWEN "I wrote the Comment for October Amateur Radio some weeks ago, not thinking that things would move as quickly as they have, even though we have been looking for new premises since the start of this year. I wrote in AR of the inadequacy of our present premises. Indeed, I have been told that I was a little unkind, and that some people like carpet on the wall, and that it was harsh to call the premises run down. But no one seems to disagree that it would be nicer if we didn't have to visit the ladies loo to fill the kettle. But the fact is that we just do not have the space to store the things that we have to store. We rent additional space in Williamstown to store records and magazines, we rent space in East Burwood to store the Foundation Licence Manual, we have nowhere to put the historic and valuable QSL collection, and I am told that many people hold other items on behalf of the WIA. After an exhaustive search we have now leased premises in an industrial estate in Bayswater, which will provide us with the space to store all that we need to store, and also give us adequate office space. As I indicate in AR that it would be likely to be the case, these premises do involve a degree of compromise, both as to public transport, location and quality. Before we move quite a lot needs to be done, and our Secretary, Geoff Atkinson is acting as the manager of all of this. This includes some painting and cabling, and other work is required before the office is actually moved. By the way, I am told that a number of people hold things on behalf of the WIA because the WIA did not have anywhere to hold them. If you, or if you know someone who does, hold something on behalf of the WIA please let us know. Please contact Geoff or myself. We hope to move in the second half of November, and we will be letting you know as soon as we can the date, the precise address, the new telephone number and all about it. But please treat this as the first advice of our proposed move. I hope, and the Board hopes that the lease of these premises will give us urgently needed breathing space to plan a longer term solution to our requirements. Dennis reminds his fellow VK6'ers "Do not think that remoteness from the Eastern States will save you if you are that kind of an 'idiot'". Several visitations of the RI's and the Police have resulted in the removal of these type of operators from our bands. It is rumoured that the "baddie" count got to 4. DSTAR news from VK6 Saturday 18th October is the Official Release and opening of VK6 DSTAR. The function will begin at 11am at the Darling Range RSL Hall, 35 Canning Road, Kalamunda. ICOM representatives will be attending to give a presentation on the operation of DSTAR and assist setting up radios and answer technical questions. Several months back we brought you news of a great publication which was available on the Irish Societies web page, a booklet on ethics and operating standards. Well now comes word the IARU themselves have officially endorsed this 66 page booklet written by ON4UN and ON4WW. An "Americanised" version is also now available on the ARRL site we understand. the IARU Administrative Council endorsed and recommended the principles set out in the booklet as a means of encouraging all radio amateurs world wide "to operate to the highest levels of proficiency, with proper consideration for others using the amateur radio bands" and as a tool "to teach newcomers and others correct operating behaviour." The booklet mainly addresses HF operating issues, but the principles are also applicable to VHF and higher bands. http://www.iaru.org/Eth-operating-EN...-1july2008.pdf ACMA NEWS The Australian Communications and Media Authority has found that the Ten Network breached the Commercial Television Industry Code of Practice 2004 (the code) during the broadcast of the 2007 Australian Recording Industry Association Awards by transmitting images below or near the threshold of normal awareness. Several complaints were received by ACMA about the inclusion of brief displays of sponsor's logos during the nomination segments of the program. ACMA reviewed the relevant material at slow speed and frame by frame. It found that the rapid-cut graphics used in the program was a 'technique' that attempted to convey information to viewers below or near the threshold of normal awareness, which is a breach of clause 1.8.4 of the code. ACMA notes the Ten Network's submission that the rapid-cut graphics were intended to be creatively consistent with the fast-paced look and feel of the music presentations. However, the code imposes clear rules regarding the use or involvement of 'any technique' which attempts to convey information to viewers. ACMA forewarns the TV industry that a future breach will result in significantly heightened compliance measures. It has been alleged in main stream media that some of Cape Town's tow truck drivers are almost certainly using sophisticated "cell phone jammers" to ensure that accident victims cannot contact other tow truck drivers or even emergency services. According to research by a member of the Cape Town Amateur Radio Centre, cell phone reception is "compromised" at the scene of car accidents whenever certain tow truck operators arrive. Andre van der Merwe, the national chair of the South African Towing and Recovery Association (Satra), said he had "no doubt" some operators were using cell phone jamming equipment and urged motorists to report drivers scrambling cell phone signals. A member writes in the Cape Town Amateur Radio Centre's latest newsletter: "The objective is very simple - no cell phone access, no help can be summoned, the victims are forced to use their towing services. Cell phone jamming equipment transmits a wide-band, low-power jamming signal in the cell phone bands. Banned in many countries, it may be used in South Africa only with an "appropriate transmitting licence" from the Independent Communications Authority of SA (Icasa). AMATEUR MISSING FOR 25 YEARS UNITED WITH FRIEND It all started when Geoff, VK2KPK,spotted the e-mail address of Mike Bosch, ZS2FM, on their VK-VHF NET. VK2KPK e-mailed ZS2FM on Monday asking for his help to locate a lost amateur friend, Arthur White, who moved to the RSA many years ago. On Tuesday morning ZS2FM started the search. At 07:37 ZS2FM posted the topic MISSING HAMS and called for help. At 07:56 John Kramer, ZS5J, replied with a call sign ZS6BZD for an Arthur White. At 09:29 Rassie Erasmus, ZS1YT, supplied two telephone numbers. At 10:20 ZS2FM established contact with an Arthur White, ZS6BZD, in Nigel. Now came the 64 thousand dollar question, "Have you ever lived in Oman?" The answer, "Yes and I know Geoff and Mary!" Bingo, it took three hours to trace an amateur who was missing for 25 years! Geoff, VK2KPK, (ex-A4XIY) and Arthur, ZS6BZD, (ex-A4XIH) were amateur friends in Oman, until Arthur moved to South Africa and Geoff returned to Australia. They lost complete contact with each other even though Geoff made many attempts to find Arthur in South Africa. ZS2FM has e-mailed the new address and telephone numbers of ZS6BZD to VK2KPK and is now awaiting a reply. Kevin, ZS6KWD, summed it up very well with this comment: "Hey guys that is awesome...that is what amateur radio is all about.. well done Mike, John and Rassie!" 2008 INTERNATIONAL HUMANITARIAN AWARD Nominations are open for the 2008 ARRL International Humanitarian Award The award is conferred upon an amateur or amateurs who demonstrate devotion to human welfare, peace and international understanding through Amateur Radio. Details from ARRL website The winner of the ARRL International Humanitarian Award receives an engraved plaque and a profile in QST and other ARRL venues. http://www.arrl.org/FandES/field/awa...anitarian.html ================================================== ========================= NEWS FROM SOUTHGATE Kent Radio Amateurs assist ambulance service Operators from South Kent, Thanet and Medway RAYNET groups were called in 2nd October to provide communications on behalf of South East Coast Ambulance. SECAMB were undergoing routine power maintenance at their HQ when failure of their UPS and generator occurred. This in turn took out all telephones lines and the analogue radio system. As stated in the SECAMB emergency plans, Airwave provided 90 Airwave handsets and some 200+ batteries but these took some hours to arrive. Kent Raynet provided operators at all East Kent and South Kent Ambulance Stations as well as the three A&E Hospitals in those areas. Routine traffic facilities between HQ and the outstations was provided, reducing the load on the Airwave system which was being used for all priority traffic. Additional operators travelled from South Sussex to provide assistance overnight, and further help from Essex was "in transit" on Friday morning as the call to stand down was received. The telephone system and radios were restored by 9am Friday (3rd October), with Airwave continuing to be used as a contingency measure. RSGB President Colin Thomas, G3PSM, has written to Ofcom stating the RSGB's concerns that Ofcom are failing to deliver on their statutory duty of ensuring the optimal use of the electro-magnetic spectrum especially in the HF bands. The RSGB will continue to pursue Ofcom on this matter. The full statement and an extract of the letter sent by RSGB President can be found on the RSGB website. It will also appear in the November edition of RadCom. The RSGB are pleased to announce that they have taken delivery of the new GB4FUN trailer and it is being fitted out with a wide range of amateur equipment. GB4FUN co-ordinator Carlos Eavis, G0AKI, said, "This purpose-designed trailer is a fantastic piece of engineering and is streets ahead of the original GB4FUN vehicle. Its facilities will provide a wonderful resource to bring amateur radio into the lives of many more young people." It will be seen for the first time at HFC over this weekend 10 to 12 October and also at the Leicester Amateur Radio Show on 24 and 25 October. If you are visiting London before the middle of January next year, you may like to call in to a free art exhibition at the Barbican Arts Centre in the Curve area. A piece called Frequency and Volume, designed by Lozano-Hemmer, a Mexican-born artist, uses twelve WinRadio G305 receivers, ten DAB receivers, supplied by Nevada and thirty Freeview receivers. The audience, using just their shadow, is able to tune and adjust the volume of receivers by a complex back projection shadow system. ================================================== ========================= NEWS FROM ARNEWSLINE VOA MAKES MAJOR CHANGES TO RUSSIAN PROGRAM DELIVERY The Voice of America announced that it has eliminated radio broadcasts in Hindi, Bosnian, Serbian, and Macedonian as of September 30th. The broadcaster has also discontinued its 30-minute Russian weekly television program and will deliver text, audio, and video content to Russia's fast-growing Internet market. The Voice of America says that it will accessible through digital devices. These include mobile Internet devices, cell phones that receive text and multi-media messages, and MP3 players. According to a report from the British Broadcasting Company, the change in the Voice of America's Russian's program delivery reflects the crackdown on independent media and freedom of speech in Russia. The V-O-A's Russian radio broadcasts ended in July 2008. The BCC notes that Russian shortwave radio listenership also has continued to decline with fewer than two per cent of Russians using this medium to receive broadcasts. GRIFFIN THE FUTURE OF THE SHUTTLE And NASA administrator Michael Griffin has re-affirmed his backing for a White House directive that calls for the 2010 retirement of the shuttle. This, after a Florida newspaper published an internal e-mail in which he expresses dismay over the nation's looming inability to launch its own astronauts. In the e-mail, obtained by the Orlando Sentinel and published on Sunday, September 7th, Griffin criticized the White House science policy and budget offices for actions that threaten to leave NASA unable to staff the international space station after the shuttle's retirement. The initial launchings of NASA's new Orion capsule and Ares I rocket, the shuttle's successor, on missions to the space station are not planned until early 2015. The space agency, with White House support, is counting on the purchase of Russian Soyuz rockets to transport NASA astronauts to the space station between 2010 and 2015. The purchases require the approval of Congress, where support waned after Russia's military invaded neighbouring Georgia. If approval fails to get a congressional go ahead participation by the United States in the International Space Station could come top a halt. The bottom line: No matter what the outcome, the decision on the future of the space shuttle is bound to impact on the overall manned ham radio space program and on-orbit amateur radio operations from the ISS. HAM RADIO IN SPACE: SOUTH AFRICAN HAM-SAT MAY LAUNCH BY YEARS END Another ham radio satellite may be on-orbit soon. According the Russian Federation TASS news agency the South African Amateur Radio satellite Sumbandila could be launched this year. The TASS report quotes the head of the Federal Space Agency Anatoly Perminov as saying that Sumbandila is likely to be launched into orbit as the associated pressures along with a Russian spacecraft known as Meteor-M. Meteor-M is currently scheduled for launch by the end of 2008. HAM RADIO IN SPACE: THE SUDAN AGAIN ON THE BIRDS The Sudan is once again active on the Amateur Radio Satellites. To request a scheduled contact contact Nadir via the email address given in his entry at QRZ.com ================================================== ========================== From the Weird and Wonderful file - Human body transmitters Kidnapping is a major crime in some countries and a possible counter-measure is being offered in the form of a miniature radio transmitter, implanted in humans beings just under their skin. It doesn't come cheap. Implants cost around $4,000 plus an annual monitoring fee of more than $2,000. These implants also require the user to be holding a GPS-enabled device equipped with a panic button, which when pressed transmits the location back to control room which in turn notifies law enforcement agencies. Until Dec 31 VI 90 BV Waverley Amateur Radio Society 90th Birthday JAN 1-DEC 31 2009 DX VK9DWX Willis Island DXpedition on the air The main group of the Bavarian Contest club members arrived in Cairns and after loading the MV Floreat with all the DXpedition equipment including a substantial supply of liquid refreshments (after all it is Oktoberfest time) set sail for Willis Island Monday evening. After a pleasant trip out they arrived safely at Willis South Island around 0300 on Wednesday morning. Some of the group called into the Willis Island Bureau of Meteorology station and dropped off some supplies for them that were transported from Cairns. A Bavarian "backwards" clock was presented to the officer in charge as a memento of the visit. The team then moved to Willis Middle Island and spent the day setting up the VK9DWX station. Much fun was had setting up tents and antennas in the windy conditions. VK9DWX commenced transmissions on Thursday the 9th and already have logged an impressive tally of contacts. (arnewsline) MEDIA WATCH AUSTRALIA'S FIRST DIGITAL RADIO TRAFFIC INFORMATION SERVICE Sentinel Content and Commercial Radio Australia (CRA) revealed Tuesday that they have successfully begun live demonstration broadcasts of real-time traffic information on digital radio. Digital radio services will begin in Sydney, Melbourne, Adelaide, Brisbane and Perth in the first half of 2009. Digital radio will provide a platform for Australians to have superior sound quality, greater listening choice, as well as a new visual aspect to radio with the introduction of scrolling news, sport, traffic and weather text and the ability to transmit a picture of a radio host or band, the cover of a CD or an animated logo on screen. Additional information such as detailed traffic reports and traveller information can also be streamed as data directly to satellite navigation systems or portable navigation devices. Sentinel, an Australian live content and service provision company, has been working closely with CRA since March this year to access and develop the first live Australian demonstration of traffic reports and other traveller information broadcast over Transport Protocol Experts Group (TPEG) Traffic using digital radio technology. The demonstration service and technology will be on display at the National Radio Conference, at Conrad Jupiter's Hotel on the Gold Coast on Friday 10th October 2008. Read about Class D AM modulation, using variable pulse-width circuits rather like a switching power supply. Phil shows exactly how it all works, with actual waveforms taken from the CRO screen. Hard to believe that these square waves are producing broadcast-quality audio modulation, but all the on-air reception reports confirm it. Maybe all you can find for antenna supports at your QTH are roofs and trees. But if you have a beam, for example, a tower is a must. They can be tricky to erect and even more tricky to take down - if you want to re-use them! But David Helyar VK3PDX coped with both these problems, including a new rotator, with a little help from his friends. His article tells us how it all came together. REDCLIFFE www.redclifferadioclub.org.au/ Redcliffe Club finalized its plans for the JOTA weekend last Monday night and 20 members indicated that they would be attending throughout the weekend. On Friday 17 October at Campsite 6, Murrembong Campsite, Petrie, dipoles will be erected for 40 and 80 metres. The club's large 20 metre beam antenna will be raised about 40 feet on the top on John's VK4YJV crane truck. The club will be also active on 2 metre and 70 cm and also on IRLP and Echolink. The campsite will include 12 individual solder stations setup for building kit projects similar to that of last year and a CW tent where scouts will be able to send their names in CW, with a small display of yesteryear with the brief history & other amateur radio memorabilia. Saturday will commence with visits commencing at 9 am and continuing until 5 when Peter VK4EA will be preparing his famous camp roast for Saturday evening meal and then back on the air early Sunday morning until midday when the station will close and the gear and site cleaned up until next year. Look for the Redcliffe club using the special callsign VK4SMB. John VK4BZ conducted his first CW practice on Tuesday night on 80 metres with coordination of specific transmitting frequencies on the Redcliffe 2 metre repeater 146.925 mHz, starting at 8.30 pm. All amateurs in the Brisbane area are invited to join in irrespective of your skill level. Last Thursday the club installed replaced the Diamond X700H at the repeater site for the new Diamond X510N recently purchased. The VSWR at the 2 metre transmitter port is now 1:1.2, meaning the repeater radio will now develop full power into the duplexer/diplexer system. Many thanks to the 6 club members and especially to the pole climber Charlie VK4YZ. All reports suggest that the repeater is now working even better that it did some 12 months ago. Radio Radio Amateurs in the Townsville region are heavily involved with providing logistic communications support for the Twin Cities Auto Sports Club King of the Hill Hillclimb on the Mount Stuart Road. The operators have been on course since 7-30am manning time control communications at the Start Line and Flying Finish and relaying competitor data. They are looking forward to the break at lunch when they will receive free sporty burgers from the Hillclimb organisers before continuing to provide the communications support needed for such an event to run smoothly. The Hillclimb is expected to finish around 4pm this afternoon and communications are primarily happening on 146.550MHz. Some operators will receive valuable signatures from event officials to maintain their CAMS General Officials Licences whilst others will be gaining yet one more signature that will put them closer to obtaining the licence.
