I don't think so, The FCC wouldn't want this to go the federal courts, they have to explain themselves, which they (the FCC) don't want to do. They will have to explain why they lied all these years about the Waivering process and why a person who applied seven times for a license didn't get a license and why the FCC didn't even take the time of day to consider that persons waiver (the Federal courts has told the FCC repeatively that "THEY MUST CONSIDER WAIVERS". I also know people in the House Subcommittee on Telecommunications (the FCC boss) who are asking the same question. You see this isn't like K1MAN, there is a lot more too it then what you know.....and the FCC doesn't want to have to go the courts to explain themselves.
