Default Make no-code license one year non-renewable.

This will give no-codes motivation to study more about radio if they want
to continue to be a radio amateur. This helps new no-codes coming in
because the old no-codes that are studying will know more and be better
elmers to the new ones.

No, The one year non-renewable no-code hams would be issued callsigns from
the old CB callsign blocks of the mid 1970's. After they pass the code test
they get a real ham call unless they prefer to keep using the CB one.
