Default Lesser hams like no-codes shouldn't be allowed to post on QRZ anyway.

And nickle hams should only be allowed to post qrz.com after they've
passed the code and Extra written.

QRZ is a high traffic site, and we don't want potential hams to see the
riff-raff and think ham radio is like CB.
