A decade or so ago, I heard of what you are describing occurring in NY.
Even made some papers, never did hear how it all worked out, got busy
with some important aspect of life I guess.

But yes, I have heard of that happening ... I suspect it has happened
somewhere at sometime. Be interesting to see what can be found on the
net relating to such practices.
