And, yes, revised and reasonable mean reduced standards to me. Like most codewords, when asked about them, they (NCI) can put whatever interpretation (spin) they want on them. How convenient. As to the Morse testing theory of yours. They don't state "Morse Testing" because they are speaking of the "written" exams.
