Default Austria: Codetest out, BPL in

Today HF access was officially granted to all former
CEPT class 2 licensees in Austria by decree. Technical
problems with the electronic publication had caused us
some waiting for this.

But not all is good in Austria:

The EU funded BPL project OPERA makes fighting against
this form of interference even harder. In my home town,
Linz, there is a major roll-out going on, and the utility
is taking amateurs to the court for libel if they state
their position too clearly.

If you are for or against code tests, fighting against
BPL should unite all amateurs!
