What really needs to be done is at the point of end of the line, simply go with RF. Works for cellular quite well. Small low power 'nodes'. Linked by fiber and/or wire. No RFI, better security, and a dang lot easier to run and keep working. That's what someone did in rural eastern Oregon to cover a 600 square mile area - lots of non-licensed low power Part 15 "Wi-Fi" nodes.
