This looks to me like a perfect example of PURE American gibberish.

Reminds me of that scene from _Blazing Saddles_, where the frontierman
mumbles and rants
on at that town meeting at the church. And someone else follows up

Used car salesman will weep when they read this, and will watch and stare in
