Cluster ....CLUSTER !!!!!!...... That's cheating ..... Like fishing with
those newfangled finders ....one step below using a handgrenade ......

Clusters are a pain in the rump. Dee has it right...tune and pounce...hi.

Basically the situation is .... if you catch the DX on the first or maybe
3rd call...you have a chance to work them.. Otherwise the clusters are
active and you have a million callers. Some of them can actually hear the
guy.

There is a technical reason for DENYING such an automatic upgrade:

The general class test has "many" questions involving HF operation.
The technician class test has few to no questions involving HF operation.

The reason is simple: They should not get a privilege that their test did not
ask (or potentially ask) about.

[For those of the "dumbed down" school: They should not get a privilege related
to a topic for which the question pool lacks a "token question."] :-)
