I would say that if any significant part of that 675K ham membership got politically incensed and active with regard to the BPL nonsense, we could have quite a bit of influence just from our numbers. Right-and-sensible can win out over wrong-and-stupid if those in favor of right&sensible get organized. We must be focused, and make it clear to those legislators who operate mostly by the golden rule (Those who have the gold makes the rules - to suite themselves.) that their re-election could be affected by their making a "right" choice for a change. BPL will thrive or whither based on the success of their business model. "Greed" is the only "business model" under examination when the BPL issues goes under the technical microscope.
