You have a reputation for working out-of-banders. I did work Iowa, Illinois, Michigan, Wisconsin and Minnesota among other states on 2m SSB a few evenings back. I didn't bother to check to see if everyone was operating where he is permitted to be. Shouldn't have been a problem, them being domestic and bound by the same privs you are (with the exception of the Novice. Ah, but without my checking, isn't it quite possible that some scofflaw Novice sneaked onto the 2m band for a quick QSO? Scofflaw Novices! Isn't your position that I should be concerned enough to check these things? If one had an obvious Novice callsign, such as "WNx...," you might have to wonder. Often people volunteer what their amateur "status" is, such as "I'm a Novice." That is another decent clue. Or, you might be told that they are operating out of band.
