Sounds familiar for the lower grades. For the top grades, there's a
board. When the board members read their CINC's remark (sounds more
like an order, doesn't it?), "Definitely promote," and there is a
billet, the Definitely Promote gets it.

Having been promoted through all the Navy enlisted grades through E9, I
understand how the promotion system works, and there is no magic "Definitely
Promote" tag which will get a lesser qualified person promoted over better
qualified candidates.
