He can, but only under the following conditions:

1. On a lark,
2. Without studying,
3. Scoring 100%,
How does he prove that? A passing grade would be
good enough in my book...
4. In under 7 minutes,
5. And collect $250 from two CB-Plussers!

Or so he's said.


Of course, but assuming it was true, it's still a pass
and an upgrade. People have been known to pass the
extra exam after finishing the general, as they took
it as a freebie at the same VE session at no extra cost,
on a lark.

When I took elements 4A and 4B (Jan 2000) I got two wrong
on 4A and one wrong on 4B. The CSCEs, coupled with my 1976
era tech plus, got me an extra upgrade on Restructuring Day
April 2000.
