John I think your HOPELESS you read into things WHAT YOU WANT THEM TO
BE .......... not what they are.

If the airwaves were 'free' there would NOT be any laws governing their
RECEPTION
but there is ( cell phones, cordless phones, pagers etc ) You need to
read the NEW communications laws since 1934 ( it has been added to and
things have changed since
then ...... but since your still concerned about WWII ( which was 60+ years
ago ) ) New things seem to elude you.

scrambled message?

Are the FBI agents going to "bug" every home in America with listening
devices to see who unscrambled a message?

Get a grip, any laws are aimed at criminals and those who make and sell
communications equipment and not the average individual in his own house
listening to the scanner.
