It could be a land mobile frequency and you may be hearing a Diagnostic
Rhyme Test being done for voice quality.

Well that would put him in an area where "T band" Channel 14 is used for
LMR. And 476 MHz is T band. He is hearing a DRT from a system being
tested. Likely NYPD or FD.

Sounds like CB. CB is from 476.425 to 477.400.

Just out of idle curiosity, when did the FCC discontinue UHF CB?
I haven't seen any reference to it for some years so I assume it must have
been discontinued.

They haven't.... It was renamed the General Mobile Radio Service. (GMRS)
but it is essentially the old Class A Citizens Band from years ago.

That's not true. GMRS is UHF but completly different frequencies.

Actually, it *is* true.

The "UHF CB" frequencies were part of the old "Class A" CB. Class A was
renamed GMRS. A license is required now, just as it was back in the old
days.

Renamed and reorganized. FRS is one of the Citizens Band radio services,
which uses UHF. GMRS is the old "Class A" CB, just renamed; but still
remains one of the "Personal Radio Services"
