Try a japanese mail order site. The device you want is not legal here in
the US - it's not FCC type accepted and, because it
interferes with other devices, would never get type acceptance. So that
might be why you can't find them. They're barely legal in
Japan, and as soon as someone dies because their phone didn't work, you
can bet that will change.

Scary stuff really when you think about it. Imagine, being able to rob
anyone with impunity, knowing that they can't dial 911 for
help until you're long gone... yikes. I'm sure such a device could be
created to hinder police radios and tracking devices (bag
beepers, bumper beepers, etc) just as easily.
